188 illegal recruitment cases filed with POEA in 4 months

A total of 188 illegal recruitment cases involving over P34 million were filed by more than 400 prospective overseas workers in the first four months of the year, the Philippine Overseas Employment Administration (POEA) bared yesterday.

POEA Administrator Rosalinda Baldoz said the agency's Legal Assistance Division (LAD) assisted a total of 464 victims in filing criminal cases against illegal recruiters, 79 of which have already been endorsed to the different city and provincial prosecutors for preliminary investigations.

Twenty-one other cases were forwarded to the POEA Operations and Surveillance Division for case build-up and possible entrapment operations, she added.

“We are monitoring the development of these cases specially the 32 cases which involve large scale, and syndicated illegal recruitment and we anticipate their successful prosecution provided that the complainant will not opt for settlement,” Baldoz told reporters in press conference at the POEA office.

The victims paid high fees to illegal recruiters who promised to employ them as seamen, factory workers, caregivers, farm workers and domestic helpers in the United Kingdom, Korea, Sweden and United Arab Emirates.

Baldoz advised prospective applicants to check first with the POEA the status of recruitment agencies as well as the existence of job orders before applying with a particular agency.

The POEA chief said job applicants should be wary these days as illegal recruiters are taking advantage of the increasing number of Filipinos who want to work abroad.

2,000 job-seekers duped of P35M

Almost 2,000 Filipinos Dreaming of Lucrative employment abroad were duped into forking out close to P35 million for non-existent jobs in the first four month of the year, the Philippine Overseas Employment Administration said yesterday.

POEA Administrator Rosalind Dimapilis-Baldoz said she was unhappy that the office had not been able to fully press charges against more suspected illegal recruiters because many complainant agreed to withdraw civil action after their money was returned.

She advised workers seeking jobs overseas to double-check with the agency to make sure recruiters had valid licenses and to be informed about the modus operandi of illegal recruiters.

From January to April 2006, Baldoz said, suspected illegal recruiters managed to wangle P34,787,704 from 1,715 victims, most of them coming from the cities of Manila, Quezon and Makati and the provinces of Cavite, Bulacan and Pangasianan.

She Also revealed that a number of licensed recruitment agencies were facing administrative complaints for offering jobs in the United Kingdom, South Korea, Sweden and United Arab Emirates that were found to be non-existent.

The non-existent job orders were for factory workers, caregivers, farm workers, domestic helpers and seafarers.
